The Office of the Comptroller of the Currency issued preliminary conditional approval Friday for a national bank charter to World Liberty Financial. The plan includes dollar-backed stablecoin issuance under a regulated trust structure. It is the first such charter tied to a sitting president's family business, and Senator Elizabeth Warren has already answered with an ethics bill.

V closed $358.95, down 1.43%, in the lower tenth of its range. That was the weakest close location among the transaction and bank names.

The Call

The charter is a repricing of the fee layer, not yet a revenue event. If V loses $358.52, the fade extends toward $355.00 — a close back above $363.56 ends it.

A trust charter is not a lending license. Interchange economics do not change this quarter. What changes is who is allowed to hold the float.

Priority Board

V — $358.95, -1.43%. The cleanest read on the charter news. Gapped down 0.36% and never recovered the open. Session low $358.52 is the reference. Invalidation is $363.56.

JPM — $361.20, -0.45%. Tagged $365.75, then closed in the bottom twentieth of the range. That is the second rejection near the $366.50 52-week high in three sessions. Our $366.50 upside call is still live to Friday and looking thin. Below $359.39 the higher-high structure is gone.

MSFT — $480.54, -3.00%. Gapped down 1.05% and closed in the lower sixth of the range on 20.5M shares. Volume confirmed the move.

META — $569.01, -3.53%. Biggest decliner. Opened near the prior close, tagged $590.24, then broke to $564.75. Now 28% below the $790.80 52-week high — the worst positioning on the board.

NVDA — $225.05, -0.05%. 71.7M shares moved it eleven cents. Heaviest volume, smallest move. It sits 4.9% below its 52-week high.

AAPL — $305.69, -0.08%. The only name to close in the upper half of its range. Outperformed MSFT by 2.92 percentage points.

Ten of ten names closed lower. Seven of them finished in the lower third of the session range.

Exposure Check

  • Working: The relative-strength read on AAPL. Mid-range close, 58% of the range, on a board where nothing else held.
  • Working: The bank-rejection read on JPM. Buyers cannot pay through $366.50.
  • Not working: We called NVDA above $230 and it never traded within four dollars of it. Wrong. The marginal AI dollar has gone to AMD, which is 13.4% below its own 52-week high after today's $8.30 give-back.
  • Owning it: We called MSFT below $489 and the window expired unfilled. It printed $480.54 today. Right level, wrong clock — the window was too tight.
  • Changing: Adding the transaction layer to the front of the board. Higher oil and a 30-year Treasury yield at multi-decade highs did the damage to the mega-caps. The charter did the damage to V.
  • What kills the view: A V close back above $363.56 within five sessions. That would say Friday's approval was a headline and nothing more.

Consensus reaches for exchange and brokerage names on a crypto-charter story. Those are already owned. The under-priced exposure is the float — stablecoin issuers with bank status compete for idle dollars, and that is a deposit question before it is a fee question.

The thesis lives or dies at V $358.52 over the next five sessions.
